Racism remains a "significant problem" in British football despite improvements in recent years, according to a House of Commons committee report.

The report responds to "continuing concerns" following the Patrice Evra-Luis Suarez and John Terry cases.

John Whittingdale MP, chair of the inquiry, said: "Recent incidents of racist abuse in the UK highlight that there remain significant problems."


MPs also said homophobia may now be the most prevalent form of discrimination. )

An Independent Regulatory Commission has today found a charge of misconduct against Luis Suarez proven, and have issued a suspension for a period of eight matches as well as fining him £40,000, pending appeal.

On 16 November 2011, The Football Association charged Luis Suarez with misconduct contrary to FA Rule E3 in relation to the Liverpool FC versus Manchester United FC fixture on 15 October 2011.

The Independent Regulatory Commission announced its decision on 20 December 2011, which is as follows:

Mr Suarez used insulting words towards Mr Evra during the match contrary to FA Rule E3(1); the insulting words used by Mr Suarez included a reference to Mr Evra's colour within the meaning of Rule E3(2);

Mr Suarez shall be warned as to his future conduct, be suspended for eight matches covering all first team competitive matches and fined the sum of £40,000; the [penalty] is suspended pending the outcome of any appeal lodged by Mr Suarez against this decision.

Mr Suarez has the right to appeal the decision of the Independent Regulatory Commission to an Appeal Board. An appeal must be lodged within 14 days of the date of the written reasons for the decision.

The penalty is suspended until after the outcome of any appeal, or the time for appealing expires, or should Mr Suarez decide not to appeal. The reason for this is to ensure that the penalty does not take effect before any appeal so that Mr Suarez has an effective right of appeal.

FA charge Luis Suarez

The FA has today charged Liverpool’s Luis Suarez following an incident that occurred during the Liverpool versus Manchester United fixture at Anfield on 15 October 2011.

It is alleged that Suarez used abusive and/or insulting words and/or behaviour towards Manchester United’s Patrice Evra contrary to FA rules.

It is further alleged that this included a reference to the ethnic origin and/or colour and/or race of Patrice Evra.

The FA will issue no further comment at this time.

FA delayed by language confusion in Evra-Suárez racism case




Patrice Evra has been informed that he may have difficulty proving he was the victim of racial abuse from Luis Suárez, because of a counter-argument that certain variations of the N-word are not deemed offensive where the Liverpool player grew up, in Uruguay.

The Manchester United defender has accused Suárez of using racist language during a 1-1 draw at Anfield on 15 October and is waiting to discover whether, almost a month later, the Football Association will charge the Liverpool striker with misconduct. Top-level sources at Old Trafford say the offending word was uttered in Spanish and allegedly was a derivative of "negro", with Evra stating that it was used "at least 10 times".

However, Suárez has categorically denied racially abusing the Senegal‑born France player and the FA's investigators are having to consider the different context with which words that would be considered offensive in England are commonly used in Uruguay and other Spanish-speaking countries.

source. i'm still not sure what i think happened -- on the one hand, the "cultural context" argument is very close to what some people were saying when this incident was first reported. on the other hand, it's a really slick way of denying any racist intent, and i guess i'm worried that it might enable more bad behavior in the future. i guess we'll have to see, but i know that people have been concerned that the FA has been ignoring this incident....clearly, there's a lot going on behind the scenes.

FA is investigating the incident


Luis Suárez has been accused of racially abusing Patrice Evra in the north-west derby between Liverpool and Manchester United at Anfield.

The players were involved in a running dispute early in the second half, when Evra was booked for what appeared to be dissent over referee Andre Marriner's interpretation of their feud.

Evra made his accusation via the French television station Canal Plus, to whom he said: "There are cameras, you can see him. He says a certain word to me at least 10 times."

He added: "I was very upset. In 2011 you can't say things like this. He knows what he said, the ref knows it, it will come out. I won't repeat what he said, but it was a racist word, and he said it more than 10 times. He tried to wind me up. I won't make a huge deal out of it, but it's very upsetting and disappointing".

A statement from the Football Association confirmed they were investigating the incident. "The FA have this evening been made aware of an incident that is alleged to have occurred during the Liverpool versus Manchester United fixture at Anfield today," the statement said. "Referee Andre Marriner was made aware of an allegation at the end of the fixture and reported this to the FA. The FA will now begin making inquiries into the matter."

A Liverpool spokesman said: "The first we knew about these allegations was 20 minutes after the final whistle when the manager was asked to go into the referee's office and told about them. The first thing we did, as you would expect, is ask the player and he has categorically denied using any language of that nature."

Sepp Blatter will make way for a successor as FIFA president in four years' time if he is re-elected in June, he has announced.

Blatter is seeking a fourth term as FIFA president and is being challenged by Asian confederation chief Mohamed Bin Hammam.

The 75-year-old told UEFA's Congress in Paris on Tuesday that if he wins he will definitely stand down in 2015, saying: "You know very well that I am a candidate for the next four years as FIFA president but these will be the last four years for which I stand as a candidate."
He added: "Together we have the task of bringing together the adventure we have started.
"We want to ensure a better future for our youth."

The new president will be elected at a Fifa Congress which starts on 31 May.

With Bin Hammam vowing to increase Fifa's decision-making power and spread its considerable wealth, Blatter is facing his first challenge since Issa Hayatou took him on - and lost - in 2002.

Bin Hammam is also currently attending the Congress for European football's governing body, Uefa, as they lobby federation presidents for their vote on 1 June in Zurich.
Uefa members make up more than one quarter of the maximum 208 Fifa voters that Blatter and Bin Hammam will attempt to woo.
The winner needs a two-thirds majority of valid votes cast in the first ballot, or a majority in the second.

Fifa has set an 1 April deadline for other candidates to be nominated by a single member federation.
"We are in extra time," said Blatter, referring to the time left before the election. "Let's wait and see what the outcome will be."

Patrice Evra - Evra signs contract extension  

The Manchester United left-back Patrice Evra has signed a contract extension that will keep him at Old Trafford until 2014.

The 29-year-old has won three Premier League titles, a European Cup, and three League Cups with United – the last of which he lifted after captaining the team against Aston Villa last year.

"Ever since I arrived at United [in 2006], it's been a dream come true playing here," he said. "The fans, the players, the manager and the staff all work hard to make this club the best in the world.

"I have won a lot in the last five years, but I want to win more and I know that's the mentality of everyone here."

He has always been a popular figure amongst the United support and his occasional outbursts - he recently claimed Arsenal was a fabulous "football training centre", but mocked their inability to win trophies - have only reinforced that view.

His links to Monaco will make him a hate figure amongst the Marseille support when United head to the south of France for Wednesday's Champions League encounter against Didier Deschamps' men.

But Sir Alex Ferguson has no fears about Evra handling the abuse and, at a time when the most experienced members of his squad are beginning to end their careers, feels the defender's influence will become more apparent.

"Patrice is unquestionably one of the world's best left-backs," said the Scot. "He has developed into a key character in the dressing room and it is great that he has committed himself to the club.

"His experience and skill will be increasingly important to us."

Arsène Wenger offered a prickly response to criticisms of Arsenal's record against Manchester United and Chelsea after his side had extended their run against the new Premier League leaders and the champions to 11 games without a win.

Wenger refused to answer when he was asked to explain why Arsenal found it so difficult to win against their main title rivals. Instead he blamed his team's lack of penetration against United on a "very bad" pitch.

When the subject returned to Arsenal's results in the big matches the Frenchman was visibly annoyed. "Why do we always seem to lose these big games? If you are a football specialist I leave this analysis to you," he replied, his voice laced with sarcasm. "Why do you ask me when you know everything? I believe we are here to analyse one game – the game of tonight. I know your job is to get to conclusions but I leave that to you.

"I've spoken about the game tonight. You have to be calm and be realistic and objective. United won the game tonight and you don't necessarily have to go to big conclusions. Be calm."

Wenger was aggrieved that "the technical quality of the game was very average on both sides". The match, he said, had been a "big disappointment and a big frustration" but he argued there were mitigating circumstances, namely the "bouncy and slippery" playing surface.

"The pitch was so poor in my opinion and the game suffered a lot from it," he said. "I ask you, 'Do you want a good pitch or a bad pitch?' What do you say?"

Park Ji-sung's winning goal, four minutes before half-time, moved United two points clear at the top of the table, with a game in hand. It also established a club record, with Sir Alex Ferguson's side now having gone 16 games unbeaten since the start of the season, beating the previous best, 15, which was set by Ron Atkinson's team in 1985-86.

"I hope we can make it 17," Ferguson said, looking forward to Sunday's game at Chelsea. "That's a very important game now and we are starting to get there in terms of our form. It's improving and, if the back four continue to play like that, it will give us a great chance.

The Mexican’s level-headed attitude and undoubted talent are certainly partly responsible for that, but he’s also cited United's close-knit community for helping him feel at home.

Nicolas Anelka has been banned for 18 matches by the French Football Federation (FFF) over his conduct at this summer's World Cup.

The Chelsea striker was sent home from the tournament after a row with coach Raymond Domenech and the France team refused to train in protest.

The FFF also banned Patrice Evra for five matches, Franck Ribery for three and Jeremy Toulalan for one.

Eric Abidal, the fifth player summoned to the hearing, escaped any sanctions.
